I built the NENA Schema Converter through Groundtruth 911 and I’m sharing it here as a free public beta.
This is the first real-world testing round. It has been tested with simulated data, but it has not yet been through a truly operational dataset. That is exactly what this release candidate is for.
What it does
The ArcGIS Pro tool currently supports:
- NENA-STA-006.1.1-2020 to NENA-STA-006.2a-2023
- NENA-STA-006.2a-2023 to NENA-STA-006.3-2026
- The flat-file Esri File Geodatabase model
It creates a new output rather than changing the source data.
What it does not do
This is a schema converter, not a validator. It does not certify NENA conformance, assess data quality, or replace professional review. It is separate from the future Groundtruth validation tool.

Open the v0.9.0-rc1 release on GitHub.
Under Assets, download:

Do not download either of the automatically generated Source code files. Extract the ZIP and open START-HERE.txt.
Fictional sample data is included. You are also welcome to test a copy of your own authorized data, but that is not required. Do not test against your only copy or production data.

Submit a structured bug report or test result through GitHub Issues.
Helpful reports include:
- Your ArcGIS Pro version
- The conversion direction you tested
- Whether you used the fictional sample or your own authorized data
- What happened
- What you expected to happen
- A sanitized screenshot or error message, when useful
Do not upload real jurisdiction data, sensitive filenames, or identifying screenshots to Discourse or GitHub. Sanitize them first.
Use the replies here for questions, patterns you notice, and discussion with other testers. Use GitHub Issues when something needs to be tracked and fixed.
I built this, I own Groundtruth 911, and I hope to grow Groundtruth into a business. This converter is being shared free as a good-faith contribution to the people doing the work. Feedback may inform future versions of the converter, but participating does not transfer ownership of anyone’s data, code, or examples.
